The need to be vocationally competent is generally not a matter for great discussion these days. The old saying – “Those that can ‘do’ do, and those that ‘can’t’ teach” no longer prevails.

We accept as teachers/trainers that the need to demonstrate our competency is one of the main motivators for our students as we establish ourselves as a model for their performance. The three ‘Rs’ – Respect, Regard, and Recognition – are statements students make about ‘good’ teachers.

This session will address how we can maintain this competency in these days of exponential change in workplace practices and will focus on:

  • What we mean by competent;
  • How we maintain this competence;
  • How often we need to do it; and 
  • How can we record it

John Price has been an educator and trainer for over 40 years and in that time has worked as a Head of Department at TAFE, mentor, facilitator of national workshops covering delivery and assessment, risk management, auditing, leadership and interpersonal skill development.

John has been a keynote speaker at conventions and conferences, and maintained a grass roots level approach to dealing with people at all levels of the organisation.

He has also assisted over 300 organisations in Australia to achieve quality certification to the range of National Training Standards including: Standards for NVR Registered Training Organisations (versions 2012 and 2015); Australian Quality Training Framework standards (AQTF from 2001 – 2010) Australian and International ISO9001 standards (AS/NZS and ISO from 1987 – 2008) and worked with these organisations in establishing continuous improvement systems and strategies.

Building the Profile of VET in the School

There is a vast amount of research, evidence and dialogue around the Future of Work, and how we help to create young Australians who are equipped with skills for the 21st Century.

Vocational Education and Training has a significant role to play in these shifts and conversations.

This session investigate the case for change and imperative around building the profile of VET in your school.

We will build a strong, evidence based case for WHY the profile of VET is critical, referencing the work of FYA, Dr Tony Wagner, PWC and best practice case studies.

The session will use design-thinking methodology to build a stakeholder communication strategy for your school to build the profile.

We will address questions such as Innovation in Schools, the place and importance of VET and come away with a practical framework to engage, advocate, build and tell the story of the VET initiatives in your school.

Sara Caplan, CEO Skills Australia wrote in her article on “rewriting of the future of work”. She notes that

“…………….Australia often views VET pathways as inferior to a university degree, an outdated perception that Skills for Australia hopes to address. “There are so many cultural issues that drive the way sectors develop over time,” Caplan reflects. “For instance, in Germany, VET qualifications are viewed more highly than going to university because you get really good training while in Australia, the vocational pathway is secondary to the tertiary pathway”.

We have the opportunity to start this process of rewriting the future of work earlier at the School Level through building the profile of VET. This session will provide statistics, resources, and the opportunity to build a case to return to your school to continue working on this important change culture imperative.


Pauline Duncan

Pauline is an educator, management consultant, speaker and company director.

A primary trained teacher, Pauline became the Head of Junior School at Wesley College Melbourne, at the age of 25 making her the youngest primary Principal nationally at that time.

Pauline was Senior Manager at KPMG working in Government Advisory Services on social policy and education projects utilising her expertise in policy development, reform, stakeholder engagement, strategic communication and workshop facilitation.

Recently Pauline was the General Manger of Not for Profit organisation, YGAP, looking after risk, governance, and strategy for impact programs with social entrepreneurs and had responsibility for social enterprise restaurant, Feast of Merit.

Knowledge Box is Pauline’s own education advisory company – projects currently include Business Development for School RTOs with VETtrak; supporting innovation agenda in schools through the Plato Project; Fundraising and Philanthropic strategy development for leading NFPs; a variety of mentoring programs; strategic communications and marketing strategy for schools and she is a sought after public speaker.

Pauline is a Non-Executive Director in the education and not-for-profit sectors.

At the heart of all Pauline’s work is the simple, yet powerful driver to “Barrack for Young People”.

Snapshot of the RTO Manager Continued

In 2016, Kerri presented a popular session which was titled ‘A Snapshot of a Year as an RTO Manager’. This session received great feedback and delegates asked for more of the same type of session. So in 2017 let’s continue the journey!

This session will provide an overview of the tasks the RTO Manager needs to consider when developing the Continuous Improvement Schedule for the RTO. It will also include an opportunity to discuss some of the key items the RTO Manager needs to follow up with each VET Teacher, therefore the session has relevance to both RTO Managers and VET Teachers.

The aim of the session – to help streamline your work for the year and to make sure everyone in the RTO is on the same page!

Northern Adelaide State Secondary Schools' Alliance

Northern Adelaide State Secondary Schools’ Alliance (NASSSA) is an Alliance of 11 public secondary schools in Northern Adelaide which formed 16 years ago. Whilst evolving, the basis of working together to provide better services and advocacy remain. Economies of scale enable the 1-2 students from each school interested in a particular training pathway, to come together in a specifically targeted program which is supported and monitored.

RTOs are involved either through auspicing appropriate teacher trainers or RTO trainers delivering in TTC facilities or live-sites, or RTO trainers at their facilities. The session suits managers & trainers with decision making roles, who want to work with schools, but don't 'get' why it could be so hard. In winning the Australian Training Awards, School Pathways to VET Award, NASSSA’s system was recognised for the strong outcomes of a range of students, to further training, education, work and apprenticeships. The processes which have been set up by NASSSA are a win-win for RTOs and schools working collaboratively.

The session will give a strong insight into school-delivered VET, when the schools want to improve trainer pedagogy with young people whilst asking for progressive monitoring and a pathway, as well as RTOs ensuring quality and compliance whilst sharing industry experience – can both needs be met? Whilst not about technical VET, the session will be advanced for decision makers, in challenging/demonstrating how the ‘shape’ of working with VET in Schools could look. Samples of documentation will be shared. A demonstration of an online tool will be provided & questions answered.

Heather Bitter

Heather works for NASSSA, an alliance of eleven state secondary schools in low socio-economic northern Adelaide, to meet the outcomes of the NASSSA Strategic Plan 2015-17. Prior to this, she was an Industry Skills Manager for DECD. Her work focuses on Regional VET delivery including quality assurance, Trade Training Centres and working with DSD & DCSI strategies. Heather leads a specific group of school based Pathways leaders and works in partnership with RTOs, employer groups, Apprenticeship Brokers and the university sector to support demonstrable improvement in retention, engagement and outcomes for NASSSA students.

As Student Pathways Senior Leader, Heather is also a member of the DECD Secondary Learners Directorate. Heather led NASSSA to win the Australian Training Awards, School Pathways to VET Award 2016. NASSSA has around 900 students per week training in 42 different qualifications with 16 different RTOs in 39 different venues.

Key Areas of the Training and Assessment Strategy

If you’ve been around long enough you will remember the ‘DAS’ – Delivery and Assessment Strategy; the ‘LAS’ – the Learning and Assessment Strategy and now the ‘TAS’ – the Training and Assessment Strategy. The name changes aren’t important, but the fact that it has been around since the Standards were first released 17 years ago is.

It’s important because the Training and Assessment Strategies, and practices, define the approach and method adopted by an RTO to enable learners to meet the requirements of the Training Product.

This session covers the twelve (12) key components of a TAS and focusses on the key areas that create most concern including:

  • Do we need more than one version of the TAS for a training product?
  • What is the difference between 'Volume of Learning' and 'Amount of Training'?
  • Does all of the key information need to be in the TAS or can it be linked?
  • What about a 'CAS'?

Phillip Anthony will be presenting this session which will highlight key changes for students graduating year 12 from 2020. The presentation will include detailed information about how the ATAR will be comprised in Queensland, and what the application process will consist of for those students choosing to study alternative pathways, such as VET studies.


Phillip Anthony

QTAC is the predominant service provider for prospective university and TAFE applicants in Queensland and northern New South Wales.

Phillip has over two decades as Manager of Assessment Services, and has recently been appointed as the Chief Technical Officer at QTAC. In this role he is responsible for oversight of QTAC’s technical capability, including a special focus on ensuring record veracity, designing education comparability, and complex problem solving on behalf of institutions.

Phillip has led QTAC’s response to significant changes which have occurred in education in Queensland, including the replacement of the Tertiary Entrance Score with the Overall Position, and now the replacement of the Overall Position with the ATAR.

Phillip holds a Masters degree in International Relations and Asian Politics from The University of Queensland, and is a member of the Association for Tertiary Education Management (ATEM).

Fiona Bogaart

Fiona Bogaart has over 10 years’ experience in the VET sector. Since 2010, Fiona has been a Qld Schools consultant supporting schools through VET services including internal audits, reviews, quality products and professional development, and is also on retainer for many schools on the Sunshine Coast. In 2014, Fiona became a Qld Schools consultant for Velg Training. From 2007-2012 Fiona was an RTO manager in Qld Schools and from 2011-2014 she was a member of the Senior Phase Network as part of Sustainable Partnerships Australia, an organisation that provides Professional Development opportunities to VET teachers. Fiona has qualifications in TAE50111, TAE50211, TAE40110 and BSB51607.

QCAA Update

Leanne Rolph & Vanessa Pye

Leanne is an Assistant Director with the Queensland Curriculum and Assessment Authority (QCAA). She is responsible for the total quality management system that contributes to the Queensland Certificate of Education (QCE). The QCAA as a delegate of the Australian Skills Quality Authority (ASQA), registers and audits Queensland school RTOs. Leanne’s role at the QCAA involves leading the audit and registration activities as well as the development of advice and support resources for Queensland school RTOs.

Vanessa is a highly motivated Vocational Education and Training (VET) specialist with extensive and contemporary experience in VET policy, regulation, auditing and Queensland school RTO (Registered Training Organisation) management. She currently works as the Principal Education Officer within the VET Unit of the Queensland Curriculum and Assessment Authority (QCAA). The QCAA, as a delegate of the Australian Skills Quality Authority (ASQA), registers and audits Queensland school RTOs. Vanessa’s role at the QCAA involves coordinating audit and registration activities as well as the development of advice and support resources for Queensland school RTOs.
